The Alamo Area Council of Governments (AACOG) is seeking proposals from firms/individuals to provide the following: 1) installation of Energy Conservation Measures (ECM) of eligible homes and 2) construction of reasonable accommodations (Amy Young Barrier Removal program) or 3) assessment of home(s) to determine eligibility of program in the AACOG region. Funding for this RFP comes from the U.S. Department of Energy (DOE) and from the Texas Department of Housing and Community Affairs (TDHCA) for the Weatherization Assistance Program (WAP), Low Income Home Energy Assistance Program (LIHEAP), and Amy Young Barrier Removal (AYBR) Programs. AACOG is seeking qualified contractors that are registered to work in the State of Texas, with specialization and expertise within the weatherization measures of single-family homes, multi-family complexes (apartments), and manufactured or mobile homes. Up to $800,000 is available for contracting. Multiple contracts are expected to be awarded. Contracts are for one year (January 1, 2018 to December 31, 2018) and renewable annually for up to four (4) years based on funding availability and successful performance of contract deliverables.

Weatherization Assistance Program (WAP)/LIHEAP
WAP and LIHEAP are designed to help low income customers control their energy costs through installation of weatherization materials and education. The program goal is to reduce the energy cost burden of low income households through energy efficiency.

Amy Young Barrier Removal (AYBR) Program
The Amy Young Barrier Removal Program helps Persons with Disabilities with a low income (no more than 80% Area Median Family Income) to make their homes more accessible. Assistance is in the form of one-time grants of up to $20,000 to construct reasonable accommodations for renters and homeowners so that any household member with disabilities can fully access their home.

A bidders’ conference will be held on Thursday, November 2, 2017, at 10:00 am. Interested bidders are encouraged to attend. The RFP will be open until Friday, December 29, 2017, but AACOG is encouraging vendors to submit by the initial deadline of Monday, November 20, 2017, to be considered for a start date of January 1, 2018.
