The Alamo Area Council of Governments (AACOG) is seeking proposals from firms/individuals to provide the following: 1) installation of Energy Conservation Measures (ECM) of eligible homes and 2) construction of reasonable accommodations (Amy Young Barrier Removal program) or 3) assessment of home(s) to determine eligibility of program in the AACOG region. Funding for this RFP comes from the U.S. Department of Energy (DOE) and from the Texas Department of Housing and Community Affairs (TDHCA) for the Weatherization Assistance Program (WAP), Low Income Home Energy Assistance Program (LIHEAP), and Texas Veteran’s Commission (TVC) Amy Young Barrier Removal (AYBR) Programs. AACOG is seeking qualified contractors that are registered to work in the State of Texas, with specialization and expertise within the weatherization measures of single-family homes, multi-family complexes (apartments), and manufactured or mobile homes. Up to $800,000 is available for contracting. Multiple contracts are expected to be awarded. Contracts are for one year (August 1, 2018 to December 31, 2019) and renewable annually for up to four (4) years based on funding availability and successful performance of contract deliverables.
WAP and LIHEAP are designed to help low income customers control their energy costs through installation of weatherization materials and education. The program goal is to reduce the energy cost burden of low income households through energy efficiency.
The Amy Young Barrier Removal Program helps Persons with Disabilities with a low income (no more than 80% Area Median Family Income) to make their homes more accessible. Assistance is in the form of one-time grants of up to $20,000 to construct reasonable accommodations for renters and homeowners so that any household member with disabilities can fully access their home.
The Housing 4 Texas Heroes program will provide essential home modification needs, associated with medical-specific conditions, for Veterans, their families, and unremarried spouses in the 13-county Alamo region of Texas.

A bidders’ conference will be held on Tuesday, July 3, 2018 at 10:00 am. Interested bidders are encouraged to attend. The RFP will be open until Friday, July 27, 2018, but AACOG is encouraging vendors to submit by the initial deadline of Monday, July 16, 2018, to be considered for a start date of August 1, 2018.
