Homeland Security Planner
The purpose of this position is to serve as project coordinator overseeing multiple projects, executing effective completion of objective driven assignments and tasks for projects related to Emergency Preparedness within the Alamo Area Council Of Governments (AACOG) Public Safety Homeland Security program; Performs moderate data management functions and executes planning/preparedness activities directly related to the required annual planning documents; Duties include overseeing and serving as a liaison to the Regional Emergency Preparedness Advisory Committee (REPAC) and its associated sub-committees, conducting research, preparing reports, preparing minutes, developing various regional planning documents and facilitating training as needed; Required to attend various meetings, trainings, and outreach events in order to continue to build the network of regional partnerships for the AACOG Public Safety Homeland Security program. Monitors jurisdictions and grant funding allocations to ensure compliance with State Guidelines; Works with agency staff and other jurisdictional officials on regional planning documents; THIRA, SPR, Strategic Plan, and Implementation Plan; Evaluates public safety projects, including identifying areas needing improvement or adjustments, and making recommendations to the Coordinator; Ability to maintain proficiency during crisis situations/contingency operations and aid in various National Incident Management System (NIMS) planning sections if needed; Necessary responsiveness to participating AACOG jurisdiction/agency requests may require certain special considerations, such as extended overnight travel and rotational hours of work; Requires that the employee be self-motivated, employ sound time management practices, and exercise a considerable degree of discretion; Performs other duties as assigned.
Desired Degree and Experience: Bachelor’s Degree in Emergency Management, Public Administration, or a closely related field; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. Minimum Physical Qualifications: May be required to climb or balance; reach with hands and arms. Able to lift and move items weighing up to 50 lbs. Position occasionally works in an outdoor environment with exposure to weather-related heat and cold, rain, wind, and other related elements. Other Qualifications: Valid driver’s license and a good driving record are required: Proficient to comprehend, process and apply both verbal and written skills appropriate to the position; Additional background checks may be required initially and periodically for continued employment; Ability to use regional resources effectively and efficiently.
